Operational activities such as road markings and sign installation have to be flexible and are often arranged at short notice. Therefore they may not appear on this list; however Members will have been consulted on, and approved the changes prior to these works.

We opened the M3 as a four-lane smart motorway, between junctions 4a and 2 on Friday 30 June. The speed limit was initially manually controlled at 50mph while testing of the smart motorway technology was finalised. This process has now been successfully completed enabling us to operate at the national speed limit.

We have also been undertaking additional planned maintenance work and renewal of a large amount of existing infrastructure in parallel with the smart motorway works, the most extensive maintenance on the M3 since it was first built in 1971, including the full resurfacing of the carriageway, and demolition and reconstruction of Woodlands Lane Bridge at Windlesham.

The works to reconstruct Woodlands Lane Bridge and other minor planned maintenance works will continue on the M3. We will be using overnight lane and carriageway closures to complete the works and expect to open the new Woodlands Lane Bridge by winter 2017/18.

For information
The M3 junction 2 to 4a smart motorway project was scheduled to complete construction in December 2016. However while we are working on this part of the network, Highways England has taken the decision to carry out a substantial amount of planned future maintenance works which includes the full resurfacing of the carriageway and important bridge reconstruction works. Further unforeseen drainage works are also required which will have an effect on the original programme. By undertaking this work while we have the scheme traffic management in place, we will reduce the need for further work to be carried out in this location for a minimum of five years once construction is complete.


Due to the significant increase in works that was not included in the original project scope, it is anticipated that construction will now run to summer 2017.
